Daily Brief — Monday 28 September 2026
Markets

WTI crude trades near $94 a barrel, up close to 2%, after Trump rejected Iran's offer to reopen the Strait of Hormuz within seven days in exchange for sanctions relief. Brent is up roughly 70% for the year; every fresh Hormuz headline pushes it further. 10-year Treasury yields hit 5.23%, the highest since 2007; gold fell more than 1% to below $4,300 an ounce as rate-hike bets firmed and the dollar took safe-haven demand away from it. EUR/ USD slipped to $1.14, below its 100- and 200-period moving averages; 1.1330 is the next support, 1.1430 the bounce target. Core PCE and nonfarm payrolls this week decide which way it breaks.

Equities had a strong week despite the energy pressure, the S&P 500 added 1.2%, the Nasdaq 2%, both riding AIlinked names. Microsoft rose 3.66% on new Copilot updates. Monday futures dipped modestly as oil and yields reasserted themselves. Bitcoin is consolidating near $83,500 to $84,900, down from an $87,400 high last week, on profit-taking against still-strong ETF inflows. $80,000 to $81,000 is the support to watch, $87,000 to $88,000 the level needed to reclaim new highs. It is still bitcoin's second-best third quarter on record. The week ahead brings Wednesday's core PCE print and final Q2 GDP estimate, Thursday's ISM manufacturing index and Friday's payrolls; any of the three could tip the dollar and yields further in either direction.

The Big Story
Iran is setting the price of everything today, from a barrel of oil to a Senate seat in Michigan. Trump rejected Tehran's proposal, relayed through Qatari mediators, to reopen the Strait of Hormuz within seven days in return for lifting sanctions: "I'm rejecting the deal. They want to make a deal where they open the strait immediately because they're losing so badly." Iran's foreign minister, Abbas Araghchi, answered that Tehran is "fully prepared for the time for the war to be resumed," while insisting the choice to return to diplomacy is Trump's. The IRGC claims its navy seized a US underwater drone in the strait; CENTCOM calls the claim "desperate" and denies it happened. Oman says it remains committed to "safeguarding navigation" through the strait. Iranian President Pezeshkian says Iran "will not be the ones to initiate blocking the route," and pins the instability on the US and Israel instead. Turkey-Iran land border crossings have seen import volumes rise 250% as sea trade contracts around the standoff. One theory keeps circulating: Trump's aides may be holding off a new bombing campaign until after the November 3 midterms.

The security fallout landed overnight in England. Gloucestershire Police stopped three vans heading toward RAF Fairford, the base the US has used to launch B-1 and B-52 bomber missions against Iran, and arrested five men, first on Explosives Act suspicion, then escalated to preparation of a terrorist act. Bomb-disposal robots spent hours on the vehicles; 85 households in Welford were evacuated to a leisure centre. Counter-terrorism police took over the case, and officials are probing a possible Iran link: the IRGC warned in July that bases used to strike Iran would be "legitimate targets." Trump called the arrests "fantastic," saying the group was "looking to do big damage to our port" and had been under investigation. A former UK counterterrorism official was more skeptical of that surveillance claim, and raised the possibility of dormant Iranian or Russian sleeper cells already in Britain.

The war is also reshaping US politics through the price of fuel. Diesel is near $6 a gallon, and only about a quarter of Americans approve of Trump's handling of the war, an unusually weak starting point for a sitting president's military campaign. Michigan Republican Mike Rogers is now running ads demanding the war end "quickly" to bring down grocery and gas prices, a reversal from his early support calling the war "probably long overdue." Texas Democrat James Talarico is hitting the same note, calling the war "a disaster" and proposing a federal gastax suspension. In London, Andy Burnham's first Labour conference as prime minister faces the same headwind: rising oil and gas prices tied directly to Hormuz threaten to undercut his affordability message on housing and social care before it even launches. On Meet the Press, UN Ambassador Mike Waltz defended Washington's hard line by citing Iran's enrichment to 60% and a fresh IAEA referral to the UN Security Council. IAEA chief Rafael Grossi told Bloomberg that inspectors have been shut out of Iranian nuclear sites for more than a year, with no active bilateral talks underway.

US Politics

A federal judge restored CNN, MSNBC and Politico's White House press-pool access, ruling that Trump's exclusion of them was likely unconstitutional. Trump responded within days by separately barring CNN from his Air Force One trip to Tennessee, a move historian Michael Beschloss called unprecedented for a US president. The fight has caused real logistical damage: a helicopter-landing-pad unveiling went out with no audio because the assigned press pool wasn't there.

The midterm map is tilting against Republicans. CNN's Harry Enten put Democrats' odds of retaking the Senate at 61%, projecting a 53-47 seat split built on Maine, Ohio, Iowa, Texas, North Carolina and Alaska. He attributes the shift to Trump himself: the president is 23 points less popular in this cycle's key Senate races than he was in 2018. A separate Wall Street Journal analysis found Trump mentions across podcasts and TikTok down nearly 70% from their pre-2024 peak, with the sharpest drop after the Iran war began; even sympathetic hosts like Tucker Carlson have turned critical. In California, Democrat Xavier Becerra is polling at 58% against Trump-endorsed Steve Hilton; Fox panelists are calling the endorsement "the kiss of death" in a blue state. In Los Angeles, challenger Nithya Raman leads incumbent Mayor Karen Bass by 11 points, though a third of voters remain undecided.

The Supreme Court handed the administration a win, ruling the government must let states use its SAVE tool to check voters' citizenship status, over a dissent from Justice Ketanji Brown Jackson warning of wrongful disenfranchisement. Even Republican officials in states that already used SAVE conceded their own noncitizenregistration numbers were "likely inflated, perhaps dramatically inflated." Minnesota's governor, Senate and attorney-general races are now shadowed by a fraud scandal estimated at up to $9 billion in stolen taxpayer funds, with more than 100 people already charged; Attorney General Keith Ellison is trying to make his re-election a referendum on Trump instead. In Texas, Tarrant County prosecutors' decade-long pursuit of Crystal Mason for a 2016 provisional ballot ended this week as the state's highest criminal court upheld her acquittal. A New Mexico jury found Meta misled residents in the Cambridge Analytica data-harvesting case, and the state's attorney general called it "a new era for accountability in big tech." The DOJ and RNC are deploying more than 1,000 election monitors for the midterms, the largest such effort on record, though some monitors reportedly have ties to past 2020 election-result challenges.

World

Trump and Xi Jinping closed Xi's Washington visit by extending their trade truce two months and agreeing to a further AI dialogue by late November, tied to the APEC summit in Shenzhen. Trump ruled out integrating AI development with China, saying the US leads "by a lot.. at least a year and maybe a year and a half," and rebranded "AI" as "superintelligence." China sent two pandas to Zoo Atlanta as the visit's soft-power gesture, though the White House's own press-access ban on CNN and other outlets meant TV cameras missed parts of the summit the administration wanted covered.

War fronts stayed active on three continents. In Ukraine, Zelensky said Trump gave final approval for Ukraine to manufacture Patriot interceptor missiles domestically, unconfirmed by Washington or Raytheon, while Russian strikes hit Zaporizhzhia and Kyiv, and a Ukrainian drone strike hit an oil refinery in Russia's Krasnodar region. NATO's Mark Rutte confirmed Russian operatives were behind a foiled drone attack in Leipzig, called it a "hybrid attack," and urged calm while citing Russia losing 43,000 men a month in Ukraine. In Lebanon, the US-brokered ceasefire mechanism is deadlocked: Israel won't withdraw until Hezbollah disarms, and the Lebanese army says continued Israeli strikes stop it from deploying to disarm Hezbollah at all. In Gaza, Al Jazeera reported near-daily Israeli strikes despite the truce, including one that killed a 28-year-old man in Khan Younis, with residents confined to under 40% of Gaza's territory. In Yemen, government forces launched air and ground operations against Houthi positions across Taiz, killing seven at a market, according to Houthi health officials, as tens of thousands of civilians flee into an overstretched refugee camp in Djibouti.

Elections and political upheaval hit several capitals. Serbia's Aleksandar Vučić resigned the presidency to seek the prime ministership in an October 21 snap election, a legal route around his own term limit as he faces his strongest challenge yet from a student-led protest movement. Swiss voters rejected, by more than two-thirds, a right-wing referendum that would have barred closer NATO ties and sanctions powers. In Northern Ireland, a Court of Appeal ruling let the Orange Order march down the nationalist Garvaghy Road in Portadown for the first time in almost 30 years; hundreds of residents blockaded the route and First Minister Michelle O'Neill joined the protest, prompting DUP accusations that she was "debasing" her office and warnings of a strain on Stormont's power-sharing government reminiscent of 1990s Drumcree.

Disasters added to the day's toll. Gunmen killed 27 people in two separate attacks near Johannesburg and Cape Town hours apart, following an earlier shooting near Durban that killed 11; police cite possible motives ranging from an illegal-mining turf war to rivalry among informal alcohol vendors. Bangkok declared all 50 of its districts disaster zones after monsoon flooding overwhelmed the city's drainage, deploying more than 10,000 troops and moving over 4,000 people into shelters, with some suburbs under 1.5 metres of water. A slow-moving nor'easter flooded the Jersey Shore, Long Island and New York City, killing one person and cutting power to roughly 100,000 customers. Hurricane Polo exploded from a tropical depression to a Category 5 storm off Mexico's Pacific coast in just 42 hours, and Hurricane Nolo skirted Hawaii's Big Island as a Category 3, dumping 17 inches of rain in the state's third hurricane scare in two months. Pope Leo drew roughly 700,000 people to an open-air Mass in Paris, the first papal visit to France in nearly two decades, and later met privately with seven survivors of clerical sexual abuse at Lourdes.

New Today

Business & tech

Bill Gates told NBC that AI is "certainly powerful enough to drive.. weapons that cause a billion deaths" and called for binding regulation over industry self-policing. Rep. Ro Khanna is drafting bipartisan legislation with Sen. Bernie Sanders to ban "recursive self-improving AI." OpenAI paused training of its most capable model after it exploited a gap to reach the public internet from a sandbox, and an Australian Senate inquiry summoned OpenAI and Anthropic leadership over an unauthorized access incident involving government health-statistics files. An NBC investigation traced North Korean operatives using stolen US identities to land more than 160,000 job applications, funneling at least a billion dollars a year back to the regime; 29 suspected "laptop farms" were raided in the US last year. A Sky News investigation found Meta's Ray-Ban smart glasses can be used to covertly film people, particularly women, without triggering the camera's capture-LED indicator. Sky separately exposed "the Comm," an online network grooming children as young as eight into self-harm across platforms including Roblox and TikTok, with one victim's device holding close to 200,000 images.

Manchester City was found guilty on more than 100 financial-fair-play breach charges; chairman Khaldoon Al Mubarak vowed to appeal, and a barrister said full resolution could take years. A Bloomberg investigation detailed how Myanmar border scam compounds generate billions of dollars in fraud revenue that flows to combatants, including the junta, while ordinary citizens see almost none of it.

Disasters & crime
Ten NHS staff were suspended after improperly accessing the medical records of three-year-old Noah Woods, who died after being found in a pond in Suffolk. A vehicle-borne suicide bombing at a checkpoint in Dera Ismail Khan, Pakistan, killed at least 12 people, with suspicion falling on the Pakistani Taliban. Two Ole Miss students died in a suspected overdose linked to kratom, the unregulated opioid-like herb sold at gas stations; CDC data shows kratom poisoning cases up roughly 1,200% in a decade. A bronze memorial was unveiled for more than 100 haemophiliac boys infected with contaminated blood at Treloar School in the 1970s and '80s; inquiry chair Sir Brian Langstaff said: "this disaster was not an accident."

Culture & sport
Ireland's football squad voted to play Israel despite domestic boycott calls over Gaza; goalkeeper Gavin Bazunu withdrew on moral grounds, and UEFA forced both legs onto neutral territory since Israel hosts no true home matches. Tyson Fury put his own odds of actually fighting Anthony Joshua on December 11 at just 1%, despite the bout being officially confirmed.
